Roths As owner of the Kansas School of Hair Styling, John E. Jewell has a vested interest in turning the trades of barbering and cosmetology into lifetime careers. Therefore, he is constantly looking for ways to help students increase their earning potential. Another way is the recent Articulation Agreement the school has entered into with Butler County Community College. The Kansas School of Hair Styling depends in part on funding for students from Title IV. Title IV is an initiative of the federal Department of Education that provides funding for student loans under the Higher Education Act. Proprietary schools must pass a variety of examinations in order to qualify for student loan or Pell Grant funding under Title IV. A proprietary school must show solvency, a curriculum that prepares a student for gainful employment, adequate facilities, and adherence to other specific guidelines laid out by the Department of Education. If a proprietary school has more than a certain number of students in default on their loans, the school is in violation of the requirements that entitle them to Title IV funding. When Jewell bought the school in 1992, he realized the default rate of his Title IV students was in danger of closing the school. That is when he began looking for alternative answers to funding student education. With a lot of letter writing, negotiation and input from co-workers, friends and education officials in Washington, D.C., Jewell was able to finally free his school from the student loan portion of Title IV. For those students who do not quality for Pell Grants, he arranges for student loans from another financial institution with payment schedules his students can afford. Jewell believes that no school, especially trade schools, can stay open without some kind of government assistance. He says his students are usually the kind of people who are either looking for a career change from a minimum wage service industry job, or they are "low income people that are desperately trying to get a foothold." In another move to help out its students, the school entered into an Articulation Agreement with Butler County Community College on Aug . 4. The agreement means that students are now allowed to apply their ,500 hours of training at the Kansas School of Hair Styling toward 30 hours credit on an Associate of Applied Science degree, which requires 62 hours of total credit. In essence, the hair syling school will provide the students with technical training, then the college will follow up with the general education portion for an Associate's Degree. » Continued Page: 1 | 2 © 1997 American City Business Journals Inc.
